In QLD, NSW & ACT, 'rugby' means 'rugby union' (while rugby league is called 'league'). In the other states, where Australian Football is the popular code), 'rugby' seems to be used indisriminately for both rugby union and rugby league (perhaps in ignorance that these are two different codes, with different, socially-stratified, followings): "The rugby and horseracing enthusiast was elected to Parliament in 1994 ..."
